We are seeking an Operations Enablement Manager to design and deliver the tools, programs, and training that equip our operational teams to perform at maximum effectiveness across defense and government programs. This role bridges strategy and execution by ensuring that operational capabilities, knowledge, and processes are consistently embedded across teams and field environments.
The ideal candidate is a systems thinker who excels at translating complex operational requirements into practical enablement solutions that are adopted, retained, and measured.
Key Responsibilities
• Conduct operational needs assessments and identify capability gaps across mission operations, field deployment, and program execution teams
• Design and develop enablement content including playbooks, SOPs, training curricula, e-learning modules, and quick reference tools
• Manage the rollout of enablement programs across distributed operational teams, coordinating with field leads and program managers to drive adoption
• Develop and track enablement KPIs and conduct effectiveness assessments to validate learning retention and operational performance improvement
• Maintain an operational knowledge management system that serves as the single source of truth for procedures, policies, and best practices
• Partner with subject matter experts across engineering, intelligence, logistics, and mission operations to capture and codify operational expertise
• Continuously update enablement content to reflect changes in operational requirements, policy, and lessons learned
Requirements
• Bachelor's degree in Operations, Organizational Development, Instructional Design, or a related field
• 5+ years of experience in operations enablement, learning and development, or organizational effectiveness within a defense, government, or complex operations environment
• Strong instructional design and content development skills across multiple formats (written SOPs, e-learning, facilitated workshops)
• Proven ability to drive adoption of new processes and tools across distributed, operationally focused teams
• Excellent project management and stakeholder communication skills
Preferred Qualifications
• Certified Professional in Learning and Performance (CPLP) or equivalent instructional design certification
• Experience with Learning Management Systems (LMS) such as Cornerstone, Workday Learning, or equivalent
• Background supporting DoD or intelligence community operational readiness programs
• Active or previous U.S. government security clearance
