Candidate-facing role description

With more than 45,000 employees and partners worldwide, the Customer and Commercial Success (CCS) organization is on a mission to empower customers to accelerate business value through differentiated customer experiences that leverage Microsoft’s products and services, ignited by our people and culture. We drive cross-company alignment and execution, ensuring that we consistently exceed customers’ expectations in every interaction — whether in-product, digital, or human-centered. Join CCS and help us accelerate AI transformation for our customers and the world.

The Service Portfolio and Delivery organization, part of CCS, is leading the effort to enable customer success on the Microsoft Cloud by harnessing leading, AI-powered capabilities and human expertise to deliver innovative solutions that accelerate business value, drive operational excellence, and nurture long-term loyalty. One of the key mechanisms through which Microsoft activates the incredible talent of its technical teams for customer success is Microsoft Unified. Unified enables a proactive approach with customers that accelerates value creation and sustains growth for the Microsoft Cloud. It serves as a growth engine for the company by getting hands-on with customers to understand their priorities and help drive adoption and optimization at speed.

The Unified Foundational Offers team creates and brings to market commercial offerings that provide expert guidance and problem resolution, ensuring customers get value and success from their Microsoft technologies.

Role overview

Microsoft is expanding our sovereign cloud portfolio to enable cloud and AI innovation in regulated markets, giving customers greater control over where their data resides, how it is protected and governed, and how workloads operate across public, hybrid, private, and disconnected environments. As the Foundational Offers Product Manager, Regulated Markets, you will translate evolving regulatory, sovereignty, and customer requirements into scalable service offers and differentiated customer experiences. You will own the end-to-end offer strategy and design across Microsoft Solution Areas and partner closely with Finance, Sales, Delivery, Operations, GTM, Deal Desk, and Customer Success to develop, launch, scale, and manage these offerings globally.

Responsibilities
  • Define Offer Product Strategy: Craft the vision and business goals that drive the strategy for offers in the regulated market segment, with a strong emphasis on customer success, resilience, security, and AI-driven innovation. Define and prioritize a multi-year regulated-market support roadmap, balancing customer demand, market opportunity, delivery feasibility, investment requirements and business impact. Simplify the portfolio by establishing clear offer differentiation and planning the transition of legacy offerings into scalable, standardized commercial models.
  • Offer Scope & Compliance by Design: Define supported customer scenarios, environments, personnel requirements and delivery boundaries. Partner with CELA, security, privacy and Delivery to ensure commercial commitments are supported by operational controls and validated capabilities. Establish clear processes for evaluating new requirements and preventing unsupported customer commitments.
  • Customer & Market Insights: Translate customer feedback, field insights, regulatory developments and competitive intelligence into prioritized requirements for government and regulated commercial customers
  • AI-Driven Innovation: Collaborate with engineering and data science teams to embed AI capabilities into product design and delivery, enhancing customer outcomes and operational efficiency.
  • Cross-Functional Enablement: Partner with engineering, Delivery, and other operations teams to translate product vision into scalable support models, consistent delivery frameworks, and global capacity planning; including our Government Cloud. Translate offer requirements into business requirements, entitlement, onboarding, case-routing and access controls, personnel verification, tooling and capacity plans. Validate end-to-end customer scenarios through product design, UAT and ensure readiness across supported commercial and government environments.
  • Business & Portfolio Economics: Develop and maintain market sizing, adoption forecasts, pricing and investment cases in partnership with Finance and Delivery. Evaluate cost-to-serve, capacity requirements and profitability; use actual customer adoption and delivery experience to refine assumptions and prioritize investments.
  • Operational Execution: Own the operational strategy for new and existing offerings, including customer transitions, renewals, SKU architecture, packaging, pricing, and incentives.
  • GTM, Field Activation & Adoption: Partner with Sales, Product Marketing and Customer Success to define target segments, customer value propositions and routes to market. Drive role-based field readiness, early-adopter customer engagement and repeatable sales motions, with clear ownership of activation milestones and adoption outcomes. Business Process: Establish and manage core business processes including taxonomy, business rules, and performance reporting. Ensure adherence to the full product lifecycle with clear go/no-go checkpoints.

Qualifications

Required / Minimum Qualifications

  • Bachelor’s Degree in Business, Operations, Finance, or a related field AND 10+ years of experience in product management, program management, process management, or process improvement —
    • OR equivalent experience.

Additional or Preferred Qualifications

  • Master’s Degree in Business, Operations, Finance, or a related field.
  • Sovereign market expertise: Understand the requirements driving government and regulated customers, including data residency, operational sovereignty, security, compliance, local personnel/access requirements, and disconnected or customer-controlled environments.
  • Proven track record in end-to-end product or offer management, from ideation to launch and scale, with measurable business impact.
